I believe the decision to take a lower grade when changing jobs is a personal decision and may depend on a number of factors. If the position leads to a career change that one is aspiring into, it may be ok to take a lower grade to transition to that new career which may eventually lead to a positive leap in the career of choice. In other instances there may be certain factors to take into consideration if considering taking lower grade when changing jobs such as other benefits like Working from home possibility, nearness to home, a more employee friendly environment that helps with work-life balance etc. I think it mainly depends on the individual's circumstance at the time…
